Stamp duty and total cost to own a Malta property
Price plus stamp duty, your notary’s fees, finishing and furniture, in one breakdown. Duty follows the rules in the law as we read them on 22 Oct 2026; finishing is read live from Turnkey.mt’s rate card.
How the duty is worked out
- Duty on a transfer is €5 for every €100 or part of €100 of the price or the value, whichever is higher. Source: Duty on Documents and Transfers Act (Cap. 364), articles 3(6), 32(1) and 32(4), checked 22 Oct 2026.
- If you are buying your sole ordinary residence and do not need an AIP permit, the first €200,000 is charged at €3.50 per €100. Source: Duty on Documents and Transfers Act (Cap. 364), articles 3(6), 32(1) and 32(4), checked 22 Oct 2026.
- For a first-time buyer, on transfers on or after 28 October 2025 that qualify for that concession, no duty is due on the first €200,000. Source: Legal Notice 305 of 2025, Exemption of Duty in terms of article 23 (Amendment) Order, 2025, checked 22 Oct 2026.
- When the promise of sale is notified, 20% of the duty is paid provisionally; the balance is paid on the final deed. Source: Duty on Documents and Transfers Act (Cap. 364), articles 3(6), 32(1) and 32(4) and Duty on Documents and Transfers Rules (S.L. 364.06), rule 10, checked 22 Oct 2026.
Notary costs in Malta
The buyer normally pays the notary. What you are quoted usually has four parts:
- The deed fee. The law fixes a tariff for a deed of sale: 1% of the first €11,694 of the price, 0.5% of the next €584,700 and 0.25% above €596,394. On €300,000 that is about €1,560. Source: Notarial Profession and Notarial Archives Act (Cap. 55), consolidated, Schedule: Tariff relating to the Notarial Profession and Notarial Archives and L.N. 121 of 2023 - Notarial Profession and Notarial Archives Act (Substitution of Schedule) Regulations, 2023, checked 26 Oct 2026.
- The promise of sale. The tariff charges a promise of sale at a reduced rate, worked on one third of the value. Source: Notarial Profession and Notarial Archives Act (Cap. 55), consolidated, Schedule: Tariff relating to the Notarial Profession and Notarial Archives, checked 26 Oct 2026. The provisional duty paid at that point is separate; see above.
- Searches and registration. The Public Registry and, where the property is in a registration area, the Land Registry charge their own fees on the price and on any loan. For a typical purchase they come to roughly €600 for a cash buyer, more with a loan. Source: Public Registry Act (Cap. 56), First Schedule - Tariff and Land Registration Rules (S.L. 296.01), Second Schedule - Tariff, checked 26 Oct 2026.
- VAT at 18% on the notary’s fee. Notarial services do not appear among the exemptions in the VAT Act (checked 26 Oct 2026); we found no official statement of this, so ask your notary.
In practice, buyers are commonly quoted about 1% to 1.5% of the price plus VAT, which is more than the tariff deed fee alone; the difference usually covers examining the title, which is charged separately (KPMG; Chase Buchanan, both checked 26 Oct 2026). That range is what our calculators use when you leave the notary field blank. A bank loan usually means a second deed for the loan, on its own scale, plus the bank’s own fees. Get a written quote from your notary before you sign the promise of sale.
What is not in the total
Housing Authority grants are not deducted. Eligible first-time buyers may receive €10,000 over ten years (First-Time Buyer Scheme), and a first home being finished may qualify for up to €5,824 towards finishing works (Grant on First Residence), both checked 22 Oct 2026. Loan costs, bank fees and insurance are not included either.
